To ensure the highest level of accuracy when identifying students, a CHESSN will no longer be allocated to a student record until there is a verified E416: Tax File Number (TFN) or a verified E584: Unique student Identifier (USI). More information will be provided at the TCSI February Provider webinar on 21 February 2024. Further information is available in our CHESSN management in TCSI guide.
A number of validations have been added and amended to align with enhancements to the Student Learning Entitlements Management System (SLEMS), which manages the Student Learning Entitlement policy.
Real-time validations 10921 and 10922 have been added to address outstanding issue 238211. The validations permit remission of units with a $0 HELP loan but return a warning so providers can confirm the fee information was not accidentally removed.
A new warning 10923 has been added to inform providers when a unit reported results in the student’s available SLE amount being equal to or less than 2.0 SLE.
In addition, there has been work on backend maintenance, enhancements and resolving individual provider issues.

Please note, when one of these validations is returned, the TFN verification process will be triggered in TCSI if a TFN is present on the relevant student record.

Testing failed on items advertised at the November webinar, including warning validations for seriously late loans and support for Commonwealth Supported Places with census dates in 2024. As a result, the changes were not implemented in production as part of the 24 November release. These are now expected to be release as part of the 8 December production release.

StEME
TCSI has been updated to allow VET Student Loans to be raised at the ATO where a unit is completed, failed or assessed for recognised prior learning before the census date (i.e. Unit of Study Status Code (E355) = ‘2’, ‘3’, or ‘5’). VET units that are withdrawn on or before the census date will not attract a loan (i.e. E355 = ‘1’ or ‘6’ and E601 <= E489).
Work is continuing on the backlog of units of study in TCSI that should have loans attached. A new issue (274104) has been raised to address the backlog of units.

The following enhancements were delivered in this week's release:
- Scheduling TCSI Analytics to refresh after scheduled validations have processed
This will ensure messages are updated and returned in TCSI Analytics overnight (rather than taking up to two nights)
- Updating clearing rules to ensure messages are removed when resolved
Currently impacting rule numbers: 49, 82, 83, 85, 95, 99, 100, 102.
- On Friday 25 March , all current scheduled validations were removed and began to regenerate on the provider notifications table. Scheduled validations may not re-appear immediately as earlier trigger dates regenerate first. Scheduled validations with a trigger date up to Tuesday 29 March should be visible by Wednesday 30 March 2022.
- DESE IT are still working on a fix for Reassessment of Upfront discount checks. These validations will not be regenerated and will be addressed in a future release. Impacting rule numbers: 96, 97, 98, 115, 116.

Enhancements
- Unique Student Identifiers (USI) reported to TCSI will be subject to verification with the USI Office when the USI, full name and date of birth is reported on the student record. A message is placed on the provider's notification table where the reported USI does not pass verification
- The myHELPbalance portal now supports querying students' HELP balances via verified USI.
- TCSI has been updated to accept loan fees of 0 for HELP loans until 31 December 2021 to reflect the extension of the loan fee exemption.
Bug Fixes
- Validation 10860 has been fixed to trigger only when reporting or amending Tax File Number (E416).
- Validation 10850 has been fixed to trigger only when reporting or amending CHESSN (E488)

As part of the JRG initiative, new student contribution maximum amounts are applied for students commencing from 1 January 2021. To support the initiative:
