A reference number made of a combination of 10 numbers and letters assigned by the Office of the Student Identifiers Registrar (OSIR) which uniquely identifies an individual.

The Unique Student Identifier must be a valid and verifiable identifier issued by the OSIR. USIs will be verified against the personal information held at the OSIR.
Education providers can assist a student to apply for a USI if they have the student’s consent.
Records should be checked to ensure that two or more records with different Unique Student Identifiers do not identify the same person.
Element 584 was introduced to the VET FEE‑HELP collection from the 2016 reporting year as part of the USI Initiative to allow for greater streamlining of reporting requirements in the future, particularly in terms of reducing duplication across VET data collections.
