The full-time staff packet is used to report demographic characteristics and work classification data for each person who is an academic member of staff at a higher education provider. Each full-time staff packet contains:
- demographic data for the academic member of staff as at the last reference date
- the primary work classification data for the academic member of staff on the first reference date for the year in which a full-time staff packet was reported for that person.
Scope
Higher Education providers are required to report a full-time staff packet for each person who, at the reference date, is:
- an academic member of staff
- has an effective substantive appointment, or
- has current duties which require them to undertake full‑time work or fractional full‑time work in either:
- an organisational unit of the provider or
- an independent operation that is a controlled entity.
Data is to be reported for each staff member whose duties relate solely to higher education or to both higher education and vocational education and training, with the full‑time equivalence expended in relation to work undertaken in both types of work sector being reported.
Data is not to be reported for members of staff:
- whose duties relate solely to vocational education and training, or
- in any independent operation which is not a controlled entity.
Reporting deadlines
The reference date for the 2022 Staff Collection is 31 March 2022. All full-time staff data for this reference date is to be reported in August 2022.

Uniqueness
Each full-time staff packet must have a person identification code (E401) that is unique to the provider.
Revising and adding data
A provider can update and correct any data already in a full-time staff packet after the initial packet is reported as per the table below, noting that the full-time staff packet should always contain:
- demographic data for the academic member of staff as at the last reference date
- work classification data for the academic member of staff as at the reference date for the reporting year (E415).

If a member of staff has more than one work classification on the first reference date for a reporting year, additional work classifications can be reported through the work classifications packet.
New work classification packet/s are also to be reported for each year that a person is a member of staff on the reference date.
