Allowable Values
VALUE | MEANING |

1 | Australian citizen (including Australian citizens with dual citizenship) |
2 | New Zealand citizen or a diplomatic or consular representative of New Zealand, a member of the staff of such a representative or the spouse or dependent relative of such a representative, whether or not the individual has Australian Permanent Resident status. An individual who meets these requirements, and is also an Australian citizen, must be reported as an Australian citizen. |
8 | Students/applicants with permanent humanitarian visa (except those meeting the definition for value ‘2’) |

Summary
Element 358 was included as part of the Higher Education Student data collection under the new policy and program initiatives introduced under the Opens in a new window: Higher Education Support Act 2003 (HESA) which was implemented in 2005. The element was included in the VET FEE‑HELP data collection in 2009. In 2010 it was included in the University Applications and Offers data collection.

Pre‑HESA: Element 358 was included in the original Higher Education student data collection in 1989 as "Standard course completion time - full‑time". It continued as part of the student data collection under the new policy and program initiatives introduced under the Opens in a new window: Higher Education Support Act 2003 (HESA) which was implemented in 2005. It was modified at this time to reflect the citizenship requirements of HESA. There have been no significant changes since then. |
