2025 HELP Entitlement limits (HELP balance, OS-HELP and SA-HELP) have now been updated in TCSI.
Unit enrolments with Unit of study census dates (E489) in 2025 that were reported to TCSI prior to 3 October 2024 would not have been assessed against the 2025 HELP Entitlement limits. Providers who have reported 2025 census dates for students wanting to access a loan, where that loan was reported before 3 October 2024 and was adjusted or rejected, are advised to re-report the students’ HELP loan amount (E558) to determine whether the 2025 HELP limit increase will cover or partially cover those loans.
The following limits, caps, and reference data for 2025 will be updated throughout the coming weeks:
Student Contribution Band Rates and StudentContributionBandASCED
Student contribution bands are used to determine the maximum student contributions that can be charged for a place.
CGS Funding Cluster Rates
Student contribution amounts are determined at the unit of study level. Units of study are allocated to funding clusters, or parts of funding clusters, according to their classification under the Australian Standard Classification of Education as per chapter 7 of the Commonwealth Grant Scheme guidelines.
Commonwealth Supported Place Field of Education (CSPFOE)
Non-Table A providers are only approved to offer Commonwealth supported places in courses for specified fields of education (E461/E462) for specified Unit of Study Census Dates (E489).

Providers attempting to report 2025 data relating to the limits, caps, and reference data may encounter real-time validations (RTVs) preventing the data from being reported until the updates have been completed. Providers can monitor the progress of the updates via the TCSI Tracker.
