The VET Commonwealth Assisted Students (VDU) submission, commonly referred to as the “HELP Due” submission, reports the personal details, including names, Tax File Numbers (TFNs) and CHESSNs of all students accessing VET FEE-HELP assistance.
One VDU submission is created for each half year reporting period to support the VET Student and VET Student Revision submissions.
TIMING
The VDU submission is created and validated prior to the submission of the VET Student or VET Student Revisions submissions in HEPCAT.

STRUCTURE

RECORDS TO BE INCLUDED
a) VET Student submissionA record is required for each VET FEE-HELP student/course for a half year reporting period.
b) VET Student Revisions submissionA record is required for each Revised Student/course record for a VET FEE-HELP student.
In cases where a student record is being deleted or a HELP debt is being remitted a record is not required on this submission.
SPECIFIC REQUIREMENTS
The VDU submission is not to be reported to DEEWR as a separate submission.
HEPCAT automatically transfers any required records in the validated VDU submission when a student or revisions submission is reported to DEEWR.
The VDU submission identifies matching records in a student or revisions submission by concatenating the E313 Student Identification code, E488 Commonwealth Higher Education Student Support Number (CHESSN) and E307 Course code.
Once a submission has been reported, the relevant VDU records will be detailed in the submission’s VDE Snapshot tab.

REVISED COMMONWEALTH ASSISTED STUDENTS (HELP DUE) FILE
A revised VET Commonwealth assisted students file is only required when data reported to the Australian Taxation Office has failed the decryption process.
DEEWR will advise providers of any actions that may be required in these circumstances.
