Checking reporting requirements for offshore delivery

This guide provides a decision tree that higher education providers can follow to check if offshore delivery arrangements are in the scope of TCSI reporting requirements.

By following these steps, providers can identify which of the following packets are in scope and are required to be reported:

Course on campus
Student
Course admission
Course prior credit
Aggregated award
Unit enrolment

Tip: Please follow each step for your scenario, starting at step 1, to determine what you are required to report to TCSI.

Do any exceptions under the scope in the unit enrolment packet apply?

If yes, do not report the unit enrolment and go to step 7.

If no, report student packet, course admission packet (including course prior credit packet for the credits delivered by the offshore organisation*) and unit enrolments to record the study against your provider in TCSI.

To determine the correct course record to link to the course admission, go to step 8.

*Please note you can use provider code 9999 for the credits delivered by the offshore organisation.

Step 7:

Does your provider issue an award to the student?

If no, the student and their study activity are out-of-scope and do not need to be reported to TCSI.

If yes, report:

a student packet and link it with an aggregated award packet.

a student packet and course admission packet with course prior credit packet to reflect the study undertaken with the offshore organisation.

To determine the correct course record to link to the aggregated award or course admission, go to step 8.

Who delivers the course at the offshore campus?

If the offshore organisation delivers the course independently at an offshore campus, and your provider only recognises the study, do not report the offshore delivery location under the campus and course on campus packets.

If the provider delivers the course at the offshore campus, report the campus and course on campus packets for the offshore campus. For further details consult the ‘Scope’ section of the course on campus packet.

Note: Please include the suburb or town name for the campus in the campus suburb (E525) to make this information more useful.
