Description
HELP balance cannot be returned as the student record is currently subject to a potential identity resolution process
Error Logic
If a provider or a departmental officer requests a HELP balance for a student record (UID8) with Is_conflicted is 'true', then send the error message.
Error Resolution
HELP balance data will remain unavailable until the potential student identity issue is resolved by the department.
