For applications with an overseas address full details for either E468 or E728 is required.
HEPs
Data in Application Details (AD) file is required for one of these fields for all applications with an overseas address in both submissions.

Summary
Element 468 was included as part of the Higher Education Student data collection under the new policy and program initiatives introduced under the Higher Education Support Act 2003 (HESA) which was implemented in 2005.
The element was included in the VET FEE‑HELP data collection in 2009.
In 2010 it was included in the University Applications and Offers data collection. There have been some updates and modifications to coding notes to this element since.
