Values less than 10000 must have leading zeros, NOT spaces. For example, 585 is to be expressed as "00585".
The value reported must also include the loan fee where appropriate.
The HELP debt to be reported is calculated thus:
(i) HECS‑HELP
- If Element 490 (Student status code) = 110 or 201 then calculate the "real value" of Element 381 (Amount paid up front) thus:
For all records on the Student Load /Liability file for a student /course of study / unit of study census date, sum all values for Element 381 (Amount paid up front) and Element 384 (Total amount charged), then;
- If the summed values of Element 381 (Amount paid up front) is greater than or equal to $500, then the "real value" of Element 381 is (Element 381 times 1.25)
- If the summed values of Element 381 (Amount paid up front) is less than $500,
- and the summed values are 80% of the summed values for Element 384 (Total amount charged), then the "real value" of Element 381 is (Element 381 times 1.25).
- and the summed values are less than 80% of the summed values for Element 384 (Total amount charged), then the "real value" of Element 381 is equal to Element 381.
- Subtract the "real value" of Element 381 (Amount paid up front) from Element 384 (Total amount charged) to get the "residual debt" for the Student Load/Liability records.
(ii) FEE‑HELP
- If Element 490 (Student status code) equals 220, 230, 231, 232, or 233 and Element 381 (Amount paid up front) is less than Element 384 (Total amount charged), then the "residual debt" is calculated thus:
- Subtract Element 381 (Amount paid up front) from Element 384 (Total amount charged) and add the value reported for Element 529 (Loan fee).
(iii) OS‑HELP
- If Element 490 (Student status code) equals 240, and Element 528 (Amount of OS‑HELP payment) is greater than zero, then add the value reported for Element 528 (OS‑HELP Debt amount) and the value reported for Element 529 (Loan fee).
Summary
Element 414 was included in the original Higher Education student data collection in 1989. It continued as part of the Student data collection under the new policy and program initiatives introduced under the Higher Education Support Act 2003 (HESA).
This element is a department only code used for reporting to the Australian Taxation Office.
