2012 Reporting requirements of Ministerial Notice - 11 March 2011
Under subclause 24(1) of Schedule 1A of the Opens in a new window: Higher Education Support Act 2003 (HESA), a VET provider must give to the Minister such statistical and other information that the Minister by notice in writing requires.
The Ministerial Notice of 11 March 2011 provides details of the 2012 VET FEE‑HELP Data Collection for the 2012 Reporting Year, including links to relevant documents, and change control information. The update of 18 December 2012 provides details of the VET Enrolment Revisions (VER) submission.

Providers must monitor any changes to the data requirements which may be made from time to time. A summary of changes will also be advised to providers in the HEIMS Data Collections eNews.
Submission of VET FEE‑HELP data
Compliance with the reporting requirements is a condition of continued approval as a VET provider under HESA. Approved VET providers will need to install and submit student data through the DEEWR software program, the Higher Education Provider Client Assistance Tool (HEPCAT).

The Opens in a new window: VET FEE‑HELP IT System (VITS) is a web based IT application developed specifically for VET FEE‑HELP purposes. A downloadable user manual is available to assist users to navigate and use VITS.
VITS is used to:
- seek approval as a VET provider (to offer VET FEE‑HELP to students);
- submit credit transfer arrangements for eligible courses for approval;
- view student Commonwealth assistance information relating to FEE-HELP balances and allocate Commonwealth Higher Education Student Support Numbers (CHESSNs);
- provide schedules of tuition fee information;
- enter, view and revise RTO payment estimate information; and
- submit ongoing VET provider compliance information.
