The Commonwealth Assisted Students (DU) Submission, commonly referred to as the "HELP Due" Submission, reports the personal details, including names, Tax File Numbers (TFNs) and CHESSNs of all Commonwealth assisted students.
Commonwealth assisted students are:
- All Commonwealth supported students who pay their contributions up front, defer their contribution through HECS-HELP or are contribution exempt;
- Students who access a FEE-HELP loan;
- Students who access an OS-HELP loan; and
- Students who access an SA-HELP loan
One HELP Due (DU) Submission is created for each half year reporting period to support the following data submissions:
- Student
- OS-HELP
- SA-HELP
- Revisions
TIMING
The DU Submission is created and validated prior to the submission of the Student, OS-HELP, SA-HELP or Revisions Submissions in HEPCAT.
Timing of submissions is shown in the Reporting Schedule for the relevant reporting year.
STRUCTURE

Only one record for each Student ID (E313)/Course Code (E307) is required on the DU Submission.
Once the DU Submission is validated it is not submitted to DEEWR as an individual file.
HEPCAT sends the encrypted DU records from the validated DU Submission when a Student, Revisions, OS-HELP or SA-HELP Submission is reported to DEEWR.
The DU Submission identifies matching records in a Student or Revisions Submission by matching the Student Identification Code (E313), Course Code (E307) and CHESSN (E488).
Once a submission has been reported, the relevant DU records will be detailed in the submission’s DE Snapshot tab.

REVISED COMMONWEALTH ASSISTED STUDENTS (HELP DUE) SUBMISSION
A revised Commonwealth Assisted Students Submission is only submitted on request from DEEWR. This generally only occurs when data reported to the Australian Taxation Office has failed the decryption process.
