A code which identifies, for an enrolment in a course in a semester, the exempt status; the liability status for the Higher Education Contribution Scheme (HECS); the status for the Open Learning Deferred Payments Scheme (OLDPS); the status for the Postgraduate Education Loans Scheme (PELS); the status for Bridging for Overseas Trained Professionals Loan Scheme (BOTPLS).
1. CODES FOR EXEMPT STUDENTS

19 | A domestic student who is paying tuition fees for an undergraduate award course. Excludes students enrolled in remedial or fast tracking units of study. |
20 | A domestic student who is paying tuition fees for a postgraduate course. Excludes domestic students in a higher degree research course who are reported at Code 28 or Code 43. Excludes students enrolled in remedial or fast tracking units of study. |
22 | A fee-paying overseas student who is not sponsored under a foreign aid program, and including students with these awards: IPRS (International Postgraduate Research Scheme); SOPF (Special Overseas Postgraduate Fund); Australian-European Awards Program; and the Commonwealth Scholarship and Fellowship Plan. |
24 | A fee-paying overseas student who is sponsored under a foreign aid program. Includes those with Australian Development Cooperation Scholarships (ADCOS) and any other Australian foreign aid program for which students are enrolled in institutions by the Australian Agency for International Development (AusAID). |
25 | A domestic disadvantaged student enrolled in an enabling course (i.e. bridging or supplementary program). |
26 | A domestic student enrolled in a non-award course. |
27 | A domestic student enrolled in a course fully funded by an employer. |
28 | A domestic student enrolled in a higher degree research course who has exceeded the maximum time limits for the completion of such a course (refer to Coding Notes for time limits). |
29 | A domestic student who is paying tuition fees for a remedial or fast tracking unit or units of study, in a non-standard semester. |
31 | A domestic student holding a Commonwealth-funded, merit-based, undergraduate HECS-exemption scholarship for disadvantaged students. |
32 | A domestic student in a Commonwealth-industry place and is deemed by the institution to be exempt from HECS. |
33 | A domestic student whose FULL load is work experience in industry. |
40 | A domestic student who received a research HECS exemption prior to 1 September 2000 and continues studying on a HECS exempt basis under the Research Training Scheme (RTS) as a pre-2001 student. Include internal transfers/upgrades/downgrades (as defined under Element 465) |
42 | A domestic student enrolled under the Research Training Scheme (RTS) from 1 September 2000. |
43 | A domestic student undertaking a higher degree research course for whom the tuition fee has been fully waived by the institution (excludes domestic students enrolled in a higher degree research course who have exceeded the maximum time limits for the completion of such a course). Coding notes
Where the student load relates to a domestic student who is enrolled in a Doctorate or Masters by research and that student was previously funded by the Commonwealth but has now exceeded the maximum load limits for Commonwealth funding as outlined below, code “28” is to be used. If the student is paying a fee, the fee is to be reported at Element 391 (Tuition fee). If the student is not paying a fee, a fee amount of 00000 must be reported at Element 391. The maximum load limits for higher degree by research (HDR) students receiving Commonwealth funding are:
For HDR students who commenced their course prior to 1 September 2000, the maximum load limits for the course are:
- Masters degrees: 3 EFTSU;
- Doctorates: 5 EFTSU.
For HDR students who commenced their course on or after 1 September 2000, the maximum load limits for the course are:
- Masters degrees: 2 EFTSU;
- Doctorates: 4 EFTSU.
The load limits do not apply to fee-paying research students.
For all institutions except OLA
For the purposes of this element “semester” means a standard or non- standard semester as defined in the document HECS and FEES Manual.
For OLA only
For the purposes of this element “semester” means “study period” (i.e. December in the year prior to the reference year, or March, June or September of the reference year).
Code “00” is reserved and will never be used (UOS).
FOR ATO purposes only, Element 380 (Liability status codes) will be concorded to Element 490 (Student status):
- Element 380 = 80 (E490 = 110, 201)
- Element 380 = 81 (E490 = 220, 230, 231, 232, 233)
- Element 380 = 82 (E490 = 240)
