Please note:
The amount reported should reflect the correct value for this element at the time of reporting, and should reflect what the HEP has told the student. DEST will validate this for consistency with all data for a student/course/unit of study census date when the data are loaded to the DEST database.

The following describes how the Unit of study HELP debt is to be calculated. However, it is important to note that while the calculation is done using all Student Load /Liability records for a student /course of study / unit of study census date, the reporting is to be on a individual unit of study basis. Unit of study HELP debt to be reported is calculated thus:

Student has no HELP Debt for the unit of study:

If the value for Element 490 is not:
110, 201, 220, 230, 231, 232, or 233, then the value for Element 558 (Unit of study HELP debt) must be 00000000.

Student has HELP debt for the Unit of study:

(i) HECS-HELP (Higher education Commonwealth supported students only)
  • If Element 490 (Student status code) = 201 then calculate the “real value” of Element 381 (Amount paid up front) thus:
    • For all records for a student/course/unit of study census date, and a value for Element 490 (Student status code) of 201, or 202, sum all values for Element 381 (Amount paid up front) and Element 384 (Total amount charged), then;
  • If the sum of all values of Element 381 (Amount paid up front) is greater than or equal to $500, or is less than $500 and is equal to 80% of the sum of all values for Element 384 (Total amount charged), then the “real value” of Element 381 for each unit is (the value of Element 381 for that unit multiplied by 1.25)
  • If the sum of all values of Element 381 (Amount paid up front) is less than $500, and less than 80% of the sum of all values for Element 384 (Total amount charged), then the “real value” of Element 381 for each unit is equal to the value of Element 381 for that unit.
  • To get the value of Element 558 (Unit of study HELP debt). Subtract the “real value” of Element 381 for the unit from the value of Element 384 (Total amount charged) for the unit.
(ii) FEE-HELP
  • If Element 490 (Student status code) equals 230, 231, 232, 233, 401, 402 or 403 and Element 381 (Amount paid up front) is less than Element 384 (Total amount charged), then the value of Element 558 (Unit of study HELP debt) is calculated thus:
  • Subtract Element 381 (Amount paid up front) from Element 384 (Total amount charged).
